A needs assessment exercise was conducted jointly by the Government of Kyrgyzstan and the Convention Secretariat from April to July 2012, including an initial analysis of the status, challenges and potential needs deriving from the country’s most recent implementation report and other sources of information. The mission of an international team led by the Convention Secretariat, with the participation of the WHO Country Office in Kyrgyzstan, the World Bank, the United Nations Development Programme, and the Finnish Lung Health Association, took place from 18 to 22 June.

During the mission, the team met senior officials of the Ministries of Health, Finance, Foreign Affairs, Economy and Antimonopoly Policy, Agriculture, and Education and Science, of the State Inspectorate of Sanitary, Veterinary and Phytosanitary Security, of the Public Broadcasting Corporation and of the Customs Service. The international team also met the Deputy Speaker of the Parliament and the Chairs of the Parliamentary Committees on Education and Science, and Social Policy. The mission was welcomed by the Government, with its aim of supporting the country to enhance implementation of the Convention and to fully meet its obligations under the Convention.

The needs assessment report, currently being finalized with the Government, will present an article-by-article analysis of progress made by the country in implementation, any gaps that may exist and action that may be taken to fill those gaps. The key elements that need to be put in place to enable the Government to meet its obligations under the Convention were shared with the Government at the end of the mission. This mission was financially supported by the European Commission.
